cellphone as basestation (BTS?)

hi,
new to celliax.

I read having a phone as a basestation? Does this refer to a BTS actual cell? that I could connect if I wanted to from another mobile phone to this cell if I had proper MSC/HLR/VLR etc behind it?
Baffled, dont see how I phone could become an actual cell!!!

btw: any guys know if there is any attemt to create an open source SoftMSC?

what is a BTS?
and MSC/HLR/VLR?
